See CE equation below, it is e.g. in EN 1011-2 standard. If you check and recalculate the CE according to the chemical compositions in the TC, the CE is 0,53 and 0,51 (instead of 0,47).
I suggest you to see this site: http://www.axoncalc.com/weld_preheat_calc.php, and you can check CE (Pcm), and get the preheat and interpass temperature.
