I have done similar job in past with ER309L and E309L.
Preheat upto min. 200 degrees C.
No PWHT is required as you are welding with austenitic filler E309L.
 
As per customer technical specs. we had also done micro examination at 200X mag. in PQR, inorder to check internal micro cracks and the result was satisfactory.
This is a proven method and can be followed in your PQR.

My suggestions are as per following:
  1. Go with E310 type electrode.
  2. Use techniques which result in less dilution of the weld metal (by CS and 410).
  3. A 150-250 Deg preheat is recommended to avoid cracking of 410 (higher temp for higher thickness).
  4. Maintain minimum of 150 Deg inter-pass temperature.
  5. Apply PWHT to temper HAZ of 410 base metal (between 650-700 Deg for minimum of 30 minutes).
