[MW:14062] full penetration Weld joint of cladded low alloy steel

dear experts
can you guide me about welding of 508 cl3 , SS cladded base material
from one side only i.e full penetration joint.i need help about
formation of sigma phase on the junction of SS and low alloy welding
materials. how can it be avoided. do any one recommend welding of this
joint with SS only i.e buttering of 309 and then use of 308.need
references pleas.
