[MW:14056] tapering the thickness to match with approx. 4.5/4.4mm

Could you please give ME your advice to carry out  welding of 7 mm thick CS WN flange by tapering the thickness to match with approx. 4.5/4.4mm thick solid incolloy 8" Pipe. And which clause in AMSE B31.3 mentioned if it is allowed
