We also faced this kind of situation where we have overwhelmed through the dress inside the root. These kind of undercuts would act as a stress point during service and invite fatigue crack, however it depends up on the nature of service where pressure, temperature and cyclic load matters. 

I would suggest you to make it level by dressing inside if possible. Or else, decision should be taken combinely by your all concerned.
