Dear Muhammed Ibrahim:
RT must have shown this one way or another otherwise your RT system might not be effective enough.
At least some indication of a Root Concavity or so must be evident in your RT film.
My recommendation is that do not focus on rejecting or accepting this particular weld but rather raise this issue as a QA finding and try to find out why your RT examination system has not been able to detect this potential defect. If your RT system has not detected this one, you'd better take it seriously.
