First, you have to know what are the mechanisms which result in low-temperature impact characteristics.

A333 basically is a Carbon Steel (see chemical analysis requirements) which its impact toughness has been improved through reducing impurity levels plus a heat treatment. 

Here, of course, the steel making process is important to give you low impurity levels which means you'd better have killed steel and you would need more Mn% to extract Sulphur out and then, you apply a heat treatment to seal the deal. That's basically how A333 is made (there are some other things that manufacturers do but these are the basics).

I remember a project where we required LTCS pipes but we only had A106 instead (good quality) and due to new Iranian sanctions, we were not able to purchase A333 pipes we needed. We first, checked the chemical analysis of our A106 pipes (they met A333 chemical analysis requirements) and then sent them for heat treatment (and ordered required tests and surface treatments etc.) and we had our LTCS pipes. Of course, not every client approves this but our engineering justification was correct and we had almost no other choice.

So to answer your question, there are exceptions but yes, A333 normally requires heat treatment.
