Images comming out of boroscope are enlage images. This is reason why you cannot see the same in RT. If need to verify you can check with a open joint.

--I cannot see that shallow groove on your root side, what looks alike is that when compared to adjacent deposited metals it may look like RC but actually it is not, it seems to be levelled with parent material or slight or minor unequivalent which causes to predict like an undercut, maybe possible as per your BS, but did you ask your RI interpretator that whether he got UC and it is in acceptable limit as per his evaluation?Confirm

These kind of undercuts would act as a stress point during service and invite fatigue crack, however it depends up on the nature of service where pressure, temperature and cyclic load matters.I would suggest you to make it level by dressing inside if possible.
