Please refer to any Welding consumable manufacturer's Handbook or Data sheet.
Typical example from ESAB shown below.
Based on the Relative Humidity, welding electrode and Flux storage room temperature shall be no colder than 5degC below the air temperature. For example if the Relative Humidity is 50% measured, then the electrode storage room temperature shall be no colder than 10 degC below the Air temperature.
