Did you pre heat this material @ 300f and hold during welding?

Please share thoughts on this subject:-
Mat A :- API 5L X70
Mat B :- ASTM A105N
Process :- GMAW (STT)/FCAW
Dia:- 600NB
Thk :- 16.01mm for Pipe and 17.48 for Flange
Root bend Failure, Retests failed as well.
