You need to add a γ-stabilizer element (such as Nitrogen) in your weld pool if you want to increase austenite amount in the microstructure. 
Ar+2N is common for this welds. There are cases where Ar+5N has been used (but in these cases there is danger of porosity)

By the other hand did you do strict control on Heat Input?
What was the value of HI?

Filler Metal: WEL TIG 329J4LT
Process: GTAW
Ferrite required (%Fe): 30-55%

Presently the ferrite obtained is on higher side.
%Fe=60-65.

Wanted good welding practice if any one worked with this material. Kindly help with some literature for the same.
