As per My Knowledge
No, 
Because, 
Your welder A cannot weld below 73 mm OD.
Also both of your welder cannot deposit maximum because during initial qualification they not deposit at least 13 mm with  three layers  to qualify for maximum deposition.

Qualification test coupon: 63.5 OD X 6.35 mm
Welding Process: GTAW + SMAW

Welding Position: 6G
Position Qualn Range: All

Welder qualification as per ASME sec IX

Can these two qualifications be combined as below:
Qualification min OD: 25 mm
Welding Process: GTAW + SMAW
Deposition Qualn Range: GTAW = 8 mm, SMAW = Max to be welded.
Position Qualn Range: All

Please suggest.
