While they can be combined, the minimum thickness for the combined procedure is 5mm (assuming you are not going to separate by process).  FCAW cannot be used on any thickness below 5mm, therefore if you use a single value for minimum thickness on the WPS, the limiting minimum thickness  is that for the FCAW.  If all other essential variables the same for GTAW, you could use the two PQRs for a single WPS qualified from 1.5mm to 200mm.  And a second WPS for FCAW qualified 5mm to 200mm.  To bring the qualified FCAW thickness you need a PQR qualified on thickness < 10mm.
