Mohit,
3.5%Ni (SA 203 Gr D& E) has excellent weldability and are proven materials for design/service temperature up to -101 DegC(-150 Deg F).These steels are perfectly weldable with heat input control(Q-2-2.5 Kj/mm, Max) and with matching welding consumables. See the attached datasheet for general reference.
Also see the earlier discussion on this material in this forum.
It would be good to know what're the applicable design requirements for 3.5% Nickel steels.
