[MW:20412] Qualified base metal thickness in overlays (ASME IX)

Hello friends,

I have a question regarding the base metal thickness qualified according to ASME IX QW-453 for the hardfacing overlays (procedure qualification testing).

Assuming the following example:
There is a dual-layer base metal: with 1/4" thick steel layer (outside layer) and 3/4" thick cast iron layer (inside layer). The hardfacing overlay will be applied on the cast iron layer. So my question is: what would be the thickness of the test coupon? Should I consider both layers (total 1")? which result in qualified base metal thickness of "1in to unlimited". 
Or since the overlay is only applied on the cast iron layer, I should consider the thickness of the cast iron layer as the test coupon thickness (3/4")? which qualifies the base metal thickness up to 1".
