Look for application of the variables.  QW-403.18 is only specified in the tables of QW-350 for weldor performance qualification.  Note that QW-403.18 also says "except as permitted in QW-423, and in QW-420".   Thus for weldor performance, you are permitted in QW-403.18 to use "QW-423 , Alternate Base Materials for Welder Qualification". 

 

There are clearly separate rules in Section IX for Welding Procedure Qualification and Weldor Performance Qualification.

How can distinguish between pareaQW.424.1 and QW. 403.18 . Because in para QW.403.18 the change in p .no not permited and in para QW424 .1 we have procedure qualification coupon and base metals.

I assume that you are looking at QW-424.1.  If that is the case it is prescriptive as to what P-No. is qualified by the various qualifications.  It is also clear that for the low alloy steels, a PQR performed with the higher alloy materials will qualify the higher alloy to the lower;  e.g. P5A to P5A PQR can qualify WPSs welding P5A to P5A, P5A to P4, P5A to P3, or P5A to P1.  As well you know, a P5A to P5A PQR does not qualify a WPS for P4 to P4, etc. only the dissimilar combinations above.  Of course those permitted dissimilar combinations are eliminated if impact testing is required due to G-No. requirement.

 

P45, not being specifically listed in the prescriptive list in QW-424.1, thus falls under the first category "one metal from a P-number to any metal from the same P-number" qualifies "any metals assigned to that P-number."  Or if a dissimilar metal PQR is made, then the third listing applies with the qualification being "Any metal assigned the fires P-number to any metal assigned the second P-number".

 

You might want to offer your client Interpretation IX-10-39 which queries whether P5B to P5B PQR can be consider for WPS of P5B to lower alloys for which the answer was "No".  Since P5B is ferritic,  it is even a closer match than P45 to the listed materials in QW-424.1 so that clearly, by extension, P45 is not included either.

 

Also, you might want to look at Question & Response (2) to Interpretation IX-80-63.  The response was "Only those P-No 5 base metals with a maximum Cr content of 3% may be welded to lower P-Number base metals for the procedure qualification cited in the question".   Again by extension, P45 materials have more than 3% Cr.

 

Perhaps your client is confusing performance (weldor) qualification rules with those for welding procedure qualification?  For weldor qualification QW-423.1 would allow the use of carbon steel or low alloy materials in lieu of P45 base metal as weld qualification is only concerned with the ability of the weldor to make a sound deposit.

Does any body knows if the above clause can be applied in case of SMAW, GTAW, GMAW, SAW qualifications?
On my opinion it can not be applied, so a PQR with Pno 5A can not qualify a WPS with Pno 1 or Pno 4, but I have a client who insists that Pno45 qualifies Pno 1 and 4.
Is there any interpretation or Code Case on this?
