Dear Friend,
Usually the designer should specify this, because he knows the consideration which lead to selecting a specific material or grade. First of all ask him but in your case, I think just 5MPa below the pipeline SMTS (it means less than 1%) will not affect the job due to safety factor often has been used.

Hi,  You are correct, Minimum refers to the one cycle for which this part will expose until final work shop PWHT. hence mill test certificate shall include this.  Max.
