The purpose of normalizing the dished end after forming is to optimize the strength and toughness, give uniform properties by grain refinement and relieving the stresses after forming.
 
In my opinion you cannot do any weld buildup on the D/E after normalizing.
Also if the thickness has gone below the min. required then its a big NO.
 
Refer UG-78 of Div.1 wherein it mentions that method and extent of repair shall be acceptable to inspector.
Hence your client/AI/TPI acceptance is required for the same.

Yes we can do it,because purpose of normalising of d-end is relieve the stresses which was occurred during forming.we also carryout nozzles welding and other attachments welding on d-ends after normalising and that is regular practice.
