Please refer to ISO 15608 & ISO 15614. Thermomechanically treated steels are grouped under group no. 2 and normalized steels are under sub group no. 1.3 under group no.1 in ISO 15608. If you have a WPS for welding between steels grouped under 2, ISO 15614 permits welding between the same group of steels or lower (i.e. 2 to 2, 2 to 1, 1 to 2). At the same time, it does not permit welding in the reverse (i.e. WPS for normalized will not be useful for welding of thermomechanically treated steels) as normalized steels are grouped under lower group.

Is there any rules that states that WPS qualified with TMCP plate cannot be used for normalized plate and vice versa?
