[MW:19323] socket welding of steam pipe line

Dear All

In socket welding of high pressure steam pipeline we have to weld by
SMAW . But our Client ask us, first pass of welding should be by TIG
welding. Then SMAW welding. Is TIG welding necessary in socket
welding. Please suggest with any code reference
