Hi,
If you use E7018,then you have to do Proper baking regardless of material except A514 and A517 while you use E7018M and E70XXH4R as per AWS D1.1.

material used is not A514 OR A517. material used is  of very low grade. it is welding of angle bar. also the environment will be dry.  it is structural work only used to provide addtional support to  a grout and wall. the use of E6010 is allowed for this joint. but because of the unavailaibilty of  E6010 ,  the E 7018 Electrode has been used.
 
Also i think if the electrodes  E 7018 are provided in hermetically sealed containers  baking is not required.

Using of Elctrodes without baking will leads to under-bead cracking. Usually whatever code that you are welding to will detail the process. API, AWS or whatever. It's the hydrogen trapped in the weld that makes the difference. Depending upon materials, the defect may not be detectable for several days.
 
Also Pls.Find below the Extraction from AWS D1.1 for electrode restrictions on A514 and A517(if it is applicable to you)

5.3.2.5 Electrode Restrictions for ASTM A 514 or

A 517 Steels. When used for welding ASTM A 514 or

A 517 steels, electrodes of any classification lower than

E100XX-X, except for E7018M and E70XXH4R, shall

be baked at least one hour at temperatures between

700°F and 800°F [370°C and 430°C] before being used,

whether furnished in hermetically sealed containers or

otherwise.
