Thou’ I have not tried anytime, recommended filler for copper to steel is ERCuAl-A2 (note that the selection is based on weldability, and not for mechanical strength), give a try with this

Adequate preheat and inter pass temp, based on thickness / joint configuration, Helium or argon/helium mixture would give better results.

 

Do remembers to update members here with your results.
