Hi Shailesh,
This may be special requirement by the Client.
Client may have specify in the piping specification.Also check for any requirement as per NACE MR0175
Also when client specify for hardness, it is always on as welded condition.But get it confirm from client.
Also to control hardness on weld you shall check CE of the material before welding.It shall be less than 0.40% which will offer good weldability.
