Standard also ask to follow ASME SEC IX for Welding process & qualification. Finally pupose of all std soundness of welding joint.
 
Regarding your query abour the preheat . There is not mandotory requirments of preheat temaprature for CS to SS weld for thicknes up to 2 1/2'' but you can preheat up to 60'c good practioce for welding what we are using.
