Dear Muhammed,
Preheating is to be done on Carbon steel.
Stainless steel are not noramlly preheated since thermal coefficient of expansion is very high compare to that of carbon steel which will result in warpage and this is futher enhanced by low thermal conductivity of Stainless steel compare to carbon steel.
Due to low thermal conductivity, heat does not flow as fast as that in carbon steel.
Practically if u will consider, when u will heat carbon steel obviously Stainless steel will also see some temp of around 150 deg.c
This temp wont have any affect on Stainless steel mechanical properties.
Regards
Sachin
