Hi DV George
The charpy requirements starts from 5 mm and above. Below 5 mm is not required as per ASTM A370 which is Standard Test Methods and Definitions for Mechanical Testing of Steel Products page 5 Note 7 2003 publication.
On the other hand example 5 section 7 in EEMUA 153 which is SUPPLEMENT TO ASME B31.3 states as follows:
"""""7 BS 3603, Charpy V-notch impact testing at low temperature BS 3603 : 1991 Sec. 12.2.3 states that impact testing shall not be carried out on tubes less than 6 mm thick. For the particular example in which a nominal wall thickness of 5.6 mm is specified, impact testing will not be carried out. However impact values may be assumed as those given for thicker material supplied to the same specification. """""
Also most of project specifications don't require charpy test below 6 mm. Hence, in your case the impact test is not required. I think this clarifies your doubt.
