[MW:23815] Welders Qualification Filletwelds.

Goodmorning.

To qualify a welder who's weld a filletweld, you have to take 1 macroetch and 1 fracture test.
The question is : When it is not possible to break the fracture test or when the fracture test doesn't breaks, what is the possibility (according ASME IX) to qualify the welder.?
