Check for root gap and skill of welder. Shielding gas is ok and check purging flow rate

I like to establish Welding Procedure for the material " B690 seamless AL6XN pipe (SPEC # SB 366 UNS # N08367)  using ERNiCrMo-10 & ENiCrMo-10.  I tired with Argon 99.9% shielding gas for root and observed that penetration was not satisfactory, The filler wire is recommended by the client.

 

Will you please recommend your suggestions and alternate method to get good penetration .
