Dear All,

We are again missing the very basic, what is the Construction Code? Where are these tanks going to be used? Is it atmospheric and non-coded Tanks? It is possible that these tanks are non-critical and the contracts does not state the Code specific requirement. 
The design should specifically quote for the welding requirement. 

There are numerous ways and need to openly discussed with Client about all possible approach. The end user need to agree for corrective measure based on the process and design parameters.

3. the test coupons shall be taken from cut outs of tnaks man hole
openings  and shall  be followed regurlar process  inline with welding
code( ASME /API) in presence of accepting authority ( client/ client
representaive). then this problem will resoved. and the  WPS, PQR and
WPQ  shall be  be approved  by client and after satisfacotry testing
of the samples.
the tanks can be cleared for further process.
