All welds shall be rejected. RT/UT & hydrostatic test are not substitute for such non-conformities. Any construction code for any type of welds, welding procedure is mandatory.
NDE does not confirm or guarantee the integrity of weld joints. Hydrostatic test does confirm the mechanical properties of Welds as hydro test pressure will be lesser than yield & tensile strength.
