[MW:3824] Machine Bolt for the blind flanges

Hi,
 
Can anyone advise to use of Machine bolts for the vessel manhole nozzle blind flanges?
One of the vessel vendor had suppllied the vessel with machine bolts for the manhole nozzles.
Machine bolt head thickness is 0.6 D (D= bolt dia) + heavy hex nut with spring washer.
