why are you referring SA 962?, is it specified in the P.O. in my opinion SA962 is applicable only when you specify in the P.O, other wise you can refer only SA193 along with SA29/484 requirements as specified.
Since there is no alteration of mechanical properties (assuming only machining and no hot work involved), the acceptance depends on the purchaser(you) and the reliability of your supplier.
Certification can be done by producer of raw material or finished fasteners supplier.
and for the purpose of identification marking, the manufacturer is considered the organization that certifies the fastener.
you may ask for some additional checks, like
 
if I am the buyer I will choose the following options for salvage
  1. dimensional check as per the requirement (for e.g  ANSI B1.1)
  2. finish of ends, flat chamfered or round as per the agreement
  3. thread engagement at the ends
  4. manufacturer marking could be available at least for some studs even after cutting the length, is it possible to correlated this marking with original manufacturers certificate?
  5. may ask  trader to get an authorization from the original manufacturer for rest of the marking
  6. trader can recertify the lot with his own marking along with the compliance certificate to the dimensional standard.
  7. additional samples could be tested for mechanical properties from the lot, sample selection by buyer's inspector.

Dear All,
 
I have an issue with respect the marking on the Stud as detailed below:
 
Issue: A trading company had provided the studs (SA 193 Gr.B7) of required sizes by cutting it from a long stud bars procured  from the studs manufacturer which caused the removal of original product marking and trade mark..
 
Statement in ASME Sec.IIA , SA 962, Clause 20.5:
 
" When product is altered in a manner which changes specified requirement (in my case it's length), it is the responsibility of the current certifying organization to ensure that the product marking is appropriately revised. This includes the removal of the name or symbol of the previous certifying organisation."
 
Present condition: The studs are supplied with only "B7" Marking and the trader had informed us that marking is done by them after cutting it to the required length. Also, trader had provided us the MTC from original manufacturer.
 
Additional Documentation asked by us: We had asked the trader to provide a certification letter stating that the studs are of xx heat no's and are from xx manufacturer (attaching original manufacturer MTC.
 
Confirmation required: With the above documentation work and product marking, studs can be accepted?
