Hi,
For two pipeline crossing each other you have to consider the following:
1. Cathodic protection of existing pipeline, these currents will interfere with new one
2. Temperature of fluid passing in the existing pipeline
3. Type of external coating on existing pipeline
4. Any external stresses above ground
