I would like to brief you some details of pilferage of LPG pipeline in which I have worked in earlier pipeline project.. 

1) The location is near to road crossing  and heavy leakage of LPG is found at center of Canal crossing. The LPG is getting leaked with high pressure.
2) The spreading of LPG was checked with LEL meter and it was found that LPG Gas vapours are profusely gushing out from the canal bed and the vapour concentration was spreading around
300meter all around the location. Immediately the area was barricaded and following action taken with help of local administration and following activities has been performed:

a) The Road is closed 1 KM on both side to restrict entry of vehicular traffic and general public.
b) Electric Power supply of the area was shutdown completely.
c) Evacuation of nearby villagers in 1 KM surrounding was carried out by local administration.
d) Fire tenders mobilized to site.
e) High Pressure leak clamps and Non Sparking Tools along with PPE's has been mobilized at site.
f) Venting of LPG started at HIPS and SV-12 to reduce the pipeline pressure in the section between to SV stations ..
g) The district authority clamped prohibitory orders under section 144 of Cr PC in the 2 km radius to avoid people approach the accident 
spot. Villagers were told to move to safer places and not to light lamps and match boxes at any circumstances
h) After confirming the LEL the excavation was done and pipe was exposed at pilferage location. and observed that Tapping was done at pipeline by fixing of clamp and providing around 1.5 meter long pipe with 2 isolation valves.
i) As the gas vapors are still available in open trench therefor The Clamp and assembly used for tapping was removed.
j) Leak clamp was installed at leak location, to restrict any entrapment of GAS vapors.
k)  Regular monitoring of GAS vapors with LEL meter was checked around the clock
l) Regular spraying of water being done to displace entraps vapors from soil.
m) As the LEL reading are not in line therefore the further operation for replacement of pup piece in place of damaged section was suspended till the LEL reading will reduced to safer limit to start
welding and cutting operation.
n) After getting the LEL reading in safe limits, cold cutting of pipe started. The pipe piece was removed from the laid pipeline section.
o) The LEL was checked and it was found that LPG vapours are being available at trench, the LPG vapour traces from pipeline was observed. so urther operation was suspended for the day.
p) After taking LEL reading again the clearance was given to start welding.
q) 2 meter hydro tested pup piece welded in the section. NDT of pipe bevels with UT/DPT done. NDT of weld joint was carried out in presence of TPI. After clearance of NDT, joint coating was done. 
r) Backfilling completed after peel test of coating done.
