Thickness limits is supplementary essential variables as per Sec. IX, Table QW-253(SMAW), Table QW-256 (GTAW). 

QW-403.6 says, The minimum base metal thickness qualified is the thickness of the test coupon T or 5/8 in. (16 mm), whichever is less. However, where T is 1/4 in. (6 mm) or less, the minimum thickness qualified is 1/2T.

After discussion with the experts, I understood that, since pipes 316L & 317L are having same P No. G No.(P8, G1) and E316L & E317L are having same F Nos (F No 1 for SMAW & F No 6 for GTAW) and same A nos(A no. 8). I can proceed with the same PQR qualified for 316L pipes, if impact requirement is not there.

There is no impact requirement in the service. However if impact is there, it affects thickness limits only right? Then why can't we use this (SS316L)PQR for SS317L pipe, if impact requirement is there?
