Yes, you do not required a heat treatment as per process or power but as said check line class / PMS, moreover if you are in SA projects exemptions of code requirements are not entertained as SA plays the role of ''the most strignent'' and also check with preheat requirements of notes 3A and 3B as per -W-01X, regardless of 25mm.

SA350 LF2 CL1 belongs to P1 
As per b31.3 no need pwht for P1 for 18 mm. Thick . But check with your line class service.
