[MW:29065] ASME SEC IX-Interpretation of Paragraph QW-381.3

Dear Experts,

Seeking your advise to interpret the highlighted sentence in below snapshot from ASME Section IX. Paragraph starts with "When a chemical composition is not specified in the WPS". Could you please share your experience for instances when chemical composition is specified in the WPS?
