This is contractual agreement before procurement.

So, owner already requested for 3.1 and you procurred 2.2? or owner requirements are same as your procurement?

Check the root cause and make correction, if its your correction then ask for the same heat from manufacturer which they shall have the tracebility but anyhow you have to provide AI representative, as for as 2.2 to is an non specific inspection requirements.

If owners correction then no need to provide anything so check what was in bidding stage prior to procurement for actual requirements.

The certification requirements are laid down in  ISO 14344. The manufacturer is responsible for the compliance to the certificate and the manufacturer specify the quality requirements in their QMS. Now:
The welding consumable manufacturers provide filler wire with 3.1 for chemical i.e. actual results of the chemistry performed for each lot.

2.2 For mechanical properties which are typical values i.e. the stated minimum mechanical properties by the manufacturer.

In your case, you can ask the manufacturer to provide you 3.1 for chemical and mechanical both although it gonna cost to higher due to added cost to the manufacturer. Also it depends on your total requirements as for small qty. manufacturer may not entertain the requirements.

we are submitted EN10204 3.1 Chemical composition and for mechanical properties EN10204 2.2.
But Client not accepting that certificate due to mechanical properties has to be certified as per EN10204 3.1
 
let me know what is the difference between EN10204 3.1 and EN10204 2.2
