Although not shown in the attached drawing , as per your email the groove depth for the lifting lug is 40 mm. This exceeds the PWHT requirement of UCS-56. The lug is not welded directly to the shell (the pressure boundary component), but to the lug plate.
Lifting lug is a load bearing component, carrying the entire vessels loads. Hence any failure of the Lug to Lug plate welding could be a serious safety issue.
Keeping this logic in mind, lifting lugs are always welded and PWHT-ed with the vessels.
It's not clear from the attached drawing if this PWHT requirement of the Lug Weld was correctly conveyed.
I would say keeping the above rationale in mind this weld would require PWHT.

The query I raised is not about buttering. Here the issue is the groove depth ie the thickness of the lifting lug is 40 mm and it is a full penetration groove which is welded on lifting lug pad plate. So PWHT for this groove is applicable or not as per UCS-56 Table General note 1.

What you have described is buttering of the pressure vessel to eliminate PWHT. The weld butter is not pressure retaining and is not counted in you Code Calcs as such. Therefore it is permissible to make the weld pad, PWHT, then weld the lifting lug to the butter pad. See QW-283 "Welds with Buttering" for qualification requirements. Not particularly arduous. This type of weld is done frequently, especially when welding ferritic materials to stainless steel. When I worked for a major steam turbine company, this was done frequently on pressure vessels to allow for welding in the field etc. without having to PWHT.
The Code paragraph you cited was for pressure retaining welds (principally long and circumferential seams in drums).

1. See the WPS you have used to weld the lifting lug. If it calls for PWHT, Please perform the same.
2. The code is saying all welds in the Pressure vessel or Pressure vessel part ( i.e) all welds includes pressure part/ no n pressure part / preesure pert to Nonpressure part.
However, If the weld doesn't fall under UCS 56 requirements, you need not do PWHT , if WPS doesn't calls for it.
3. The pressure vessel parts mentioned there refers to part of the vessel only being manufactured by you ( e.g) Dishes/ Quick Opening closure etc.

Gents,
I need to clarify one issue with PWHT of a lifting lug.
An ASME Sec VIII Div I vessel require PWHT. lifting lug pad welded with vessel and PWHT done. After PWHT a lifting lug will weld with the pad. The lifting lug having thickness of 40mm and having full penetration groove weld with pad. Is this lifting lug to pad welding required PWHT ?. Please find attached drawing detail for reference.
