But I am. Surprised, how you lifted the vessel for PWHT with out lifting lugs... 

Anyways you can do welding on pad after PWHT also,  as it is not directly welded to pressure part anymore. 

But keeping consideration of thickness heating and welding will involve more heat distribution... Pls take care of preheat too.

I need to clarify one issue with PWHT of a lifting lug.

An ASME Sec VIII Div I vessel require PWHT. lifting lug pad welded with vessel and PWHT done. After PWHT a lifting lug will weld with the pad. The lifting lug having thickness of 40mm and having full penetration groove weld with pad. Is this lifting lug to pad welding required PWHT ?. Please find attached drawing detail for reference.
