E6013 is Rutile electrode(Titania - Potassium).

Some electrode manufacturer recommend Rebaking of electrodes at 150degC(some where near by)

1. Try baking the electrodes
2. Check the surface condition of the material welded, a slight warming with Preheat torch is recommended.
3. Check the Root Gap for Tacking.
