Dears,
      In general, the self life of welding consumables depends on handling and storing 
condition. Therefore it is mandatory for end user to understand and implement proper 
handling and storing procedures.  Handling and storing procedures implemented properly 
extends the self life welding consumables. 
Welding consumables can be divided in to two main groups, those utilizing flux and 
those made of just solid wires. Stick electrodes and flux cored wires fall in to the first 
category while GTAW rod, Submerged Arc (SA) wires, and GMAW wires to the second 
one.  
Each group has its own self life characteristic as stated below: 
Group #1 (Stick electrodes, Flux cored wires, SA fluxes)  
Self life: 5 – 7 Years (depends on type of flux type) 
Group #2 (GTAW rods, SA wires and GMAW Wires) 
  Self life:  Until certain level of rust/oxide occurred on the surface of wires. 
Some of  welding consumables have already been packed in Vacuum condition, 
utilizing aluminized packing. This provides better  protection against atmospheric 
contaminations during storing and handling hence extends the self life even longer.

FOR YOUR INFORMATION, MANUFACTURERS USALLY MANUFURED ELECTRODES IN EXCESS (IN ADVANCE PRODUCTION OF 3 YEARS),I.E SOME ELECTRODES WHICH ARE IN LESS DEMAND.
 
SO MANUFACTURUES PACKAGED THE UNDEMANDED ELECTRODES ON TIME & DELIVERED TO ED-USRS..
 
NO CODE RESSTRICTS SUCH RESTRICTIONS..
THATS WHY MANUFACTURED ARE OPEN TO MANUFACTURE & DELIVER EXPIRED ELECTRODES (BUT THEY WILL NEVER ACCEPT THEY ARE DELIVERING EXPIRED ELECTRODES)
