The arc strikes on any med-high carbon  or  Alloy steel metal surface may create hardened zone on the weld and surrounding zones due to
momentary heat in put and fast cooling rates. Hence check the hardness in the said areas before deciding on further action.

If it is within the acceptable norms of main weld and HAZ,  the areas could be ground off and checked by DP. Any crater/star cracks were noticed,
then grind the areas, DP check it and fill it up with LH electrode as per repair weld procedure..

PWHT requirement again depends upon the hardness and volume of the area. Avoid it if possible. If not, no other option.left.
