Dear Mr. Kumar,

You can go for grid blasting (Select grids of small size), to the extend rust is being completely removed. Then check the thickness, if it meets the requirements of code, offer for client inspection. 

Before that you have to do two things: 1) Do the hard Punching of entire details as marked in pipe (For elbow it will be there), 2) Arrangement for paint (Inorganic zinc silicate or like that...)

Do this suggestion to the client, if needed do the blasting on a worst rusted item.

For flanges do not do blasting on the flange face, also the flanges look visually good in picture also.

materials are poor. the thickness is measured by UT gauge and found in required limits. but the mill coating of materials are damaged
in most of the cases, which is the main issue...are these are really to be rejected in client point of view ( elbows- WPB-234, A 106 pipes etc...)...these materials were stored in poor conditions with supplier... expecting opinions fromm all corners...
