We have to intrepret as follows.
 
a. No single unbonded area should not exceed 58 cm2
b. Even if the unbonded area is less than 58cm2 the unbonded area not to exceed 5% of the total claded suface area(in my opinion we may bound t happend this in small size plates)

Recently we received some explosion bonded clad plate of SA516 gr 70 + SA 240 Tp 316L.
During explosion bonding plate having unbonded area.
As per SA 264 cl No 13.3.3 says that no single unbonded area exceeding 58cm2 with total unbonded area not to exceed 5% of the total cladded surface area.
Does it mean that above 58cm2 unbonded area are not acceptable or above 58cm2 unbonded area repairable upto 5% of total cladded surface area.
