As per ASME B31.3, Para 345.4.1, the test fluid for hydro static test pressure test should be water.
Pressure should be 1.5 times maximum pressure if you are doing hydro static pressure test is to be done and equal to maximum operating if hydro static leak test is to be done. The equivalent pressure of oil for water can be calculated by pressure=density x 9.81 m/s2 x height.
Make sure to take all the test water out of line and dry it completely to prevent it from mixing with oil. You will have to rinse it with oil several times.
