According to my understanding, if a welder is qualified with 1" NPS pipe (the OD is more than 1 inch and in actual 1.315 inch) he is qualified from 1" OD and above.
-- When we consider the 3/4" NPS pipe, the OD will come 1.050" which is over 1" so he is qualified to weld (even for the pipe to pipe butt weld).
Now the case of O'let weld, I cannot understand in which angle we can consider a O' let weld is a fillet weld?? its a groove weld with a fillet weld cover. Normal Joint configuration is as per ASME B31.3 Fig328.5.4D (1)
So both WPS and welder shall be qualified for the Diameter and the thickness "Tb".
