[MW:14914] Leakage allowed at temporary test closures during Hydro Test

Dear Experts,
 
As per ASME Sec.VIII, UG-99, Hydrostatic Test, Please share your views following sentence.......
 

Except for leakage that might occur at temporary test closures for those openings intended for welded connections, leakage is not allowed at the time of the required visual inspection. Leakage from temporary seals shall be directed away so as to avoid masking leaks from other joints.

Except for leakage that might occur at temporary test closures for those openings intended for welded connections - 

Q-1 ) Does it mean to be a leakage from joints of blind flanges attached to Nozzle during hydro test ? , if yes then up to what measure the leakage will be allowed ?

Q- 2 ) Does it mean to be a leakage is allowe during hydro test from joints of blind flanges attached to Any type of weld connection e.g. WNRF Nozzle or SORF Nozzle or Manhole or any welded connection ?

For example if a hydro test is carried out of a large volume equipment, and if continuous leakage (5 drops per minute) is observed from blind flange attached to Nozzle during holding time, and also due to such leakage the pressure drop occurance will take much more time due to large volume of an equipment.

Is the said leakage acceptable ?
