It is unsafe to do like that
 
Can you please tell me is that on the top of flange is vent for the pressure gauge and welded to the top plate. If yes and the the plates are only welded on the edge as I understand  from the figure the  pressure is on the thinnest plate will be the same as on the thickest  which is totally unsafe.  I am totally agrees with M.Vijayan the welding of both plates should  be layered as per ULW-17(g) and fig ULW 17.4 of ASME Sec VIII, Div.1. but in that case also u canot put the vent on the top.
