I agree with Mr.Zakir ali.you can follow the below mention step...
 
1- You can increase interpass temp upto 150 degreeC.
2- After root pass you can control interpass by passing air inside the tube.
3- Or wait for some time to maintain the interpass temp.

Water may flow around the base metal to extract the heat, avoid direct water contact with HAZ & weld.
You may also do the PQR without the use of water, wait & weld the other pass

Dear Experts,
 
Is it advisable to water quench the Austenitic S.S. PQR (6 mm. Base Metal Thk., SA 240 Tp. 316L) subsequently after each pass and before proceeding for next pass?
 
Same procedure was followed during PQR of 6 mm. to 10 mm. base metal Thk. SA 240 Tp. 304L PQR to control the inter pass temp. max. 100º C. But, unfortunately, the PQR was failed in IGC test as per ASTM A 262 Pr. E. Intermetallic ditches observed in weld metal, and in H.A.Z. and Parent Metal- Ditch structure observed. Also one  root bend was failed in testing. What will be the reason?
 
Which precautions to be taken during qualification of 6 mm. Base Metal Thk., SA 240 Tp. 316L PQR and what will be the qualified max. range of base metal thickness?
 
Please share your experience with me.
